Brooklin Village is located on the northern edge of the city of Whitby, east of Toronto, and is surrounded by residential development and major road passageways.

The earliest town center, including building structures and cultural attractions, is still preserved and therefore should be protected. The first Heritage Conservation District has a study for this township based on the idea that innovative high-density housing development was attainable if made to match the existing village setting. The research assessed the heritage assets that needed to be stored, and the strategy and standards included clear instructions for aligned progress.

The urban design standards posted evidence of both positive and negative new construction, as well as research studies of existing platforms that demonstrated how new development could be compatible with current architecture. The labeling bylaw was unanimously approved by Council, and the neighborhood strategy has now been put in place. The heritage district will now be Brooklin's first, and hopefully not the last. With careful planning and preservation, Brooklin's Heritage District can be enjoyed for years to come.
